The sessions were broken up into two sections to accommodate global time zones (Session 1 @8:00 AM KST, Session 2 @2:00 PM KST). Some content (ex. With no clear expectations, accountability is impossible.<\/p>\n\n\n\n<p>EXAMPLES:<\/p>\n\n\n\n<p>1. NCRC:<em>\u201c[We] will be entering into negotiations for the construction of a permanent storage facility.\u201d<\/em>&#8212; <strong>There are no timelines or clear deadlines.<\/strong><\/p>\n\n\n\n<p>2. Question: How is the temporary facility funded? Can you explain the budget breakdown?<\/p>\n\n\n\n<p>NCRC: <em>\u201cThe temporary storage facility is maintained with government funds.\u201d<\/em>&#8212;<strong>There is no mention of any numbers or actual funding source.<\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">ISSUE 2: Contradictions<\/h4>\n\n\n\n<p>The NCRC is not consistent when it comes to significant details.<\/p>\n\n\n\n<p>EXAMPLES:<\/p>\n\n\n\n<p>Question: Is the NCRC transferring and storing the letters and photos that are not officially part of the adoption record?<\/p>\n\n\n\n<p><em>NCRC: \u201cCurrently, the NCRC is only planning to store original adoption records in accordance with the Special Act on Domestic Adoption.\u201d<\/em><\/p>\n\n\n\n<p>Email to adoptee (Aug 4, 2025): <em>\u201cLetters or photographs that occur after the adoption are typically considered part of the post-adoption services and are not included in the official adoption records.\u201d<\/em><em><\/em><\/p>\n\n\n\n<p>Question: Can I re-obtain all of the materials I\u2019ve already received from the adoption agency (letters, photos, etc.) from the NCRC?<\/p>\n\n\n\n<p>NCRC: <em>\u201cYes.\u201d<\/em><\/p>\n\n\n\n<p><strong>The answers to these questions are not clear and directly contradict past communication.<\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Issue 3: Lack of Expertise<\/h4>\n\n\n\n<p>The NCRC maintains that they consulted \u201crecord managers\u201d and that several people on their own staff are \u201crecord managers\u201d but have never provided experience, training or credentials.<\/p>\n\n\n\n<p>EXAMPLES:<\/p>\n\n\n\n<p>Question: Do NCRC employees have expertise in record management and\/or the history of Korean adoption?<\/p>\n\n\n\n<p>A: NCRC:<em> \u201cWe have several employees who are records managers\u201d<\/em><\/p>\n\n\n\n<p>Question: What internal NCRC experts were consulted on the temporary storage facility\u2019s designation?<\/p>\n\n\n\n<p>NCRC: <em>\u201cRecords managers were consulted.\u201d<\/em><\/p>\n\n\n\n<p><strong>Who are these \u201crecord managers\u201d that were on staff\/consulted?<\/strong><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Following the reorganization of South Korea&#8217;s adoption system, as well as the changes to the information disclosure request system, The National Center for the Rights of the Child (NCRC) held a briefing session to address adoptees&#8217; inquiries regarding the transfer and preservation of adoption records to the government.
