{"id":598,"date":"2026-03-25T12:00:00","date_gmt":"2026-03-25T11:00:00","guid":{"rendered":"https:\/\/earsonncrc.nl\/?p=598"},"modified":"2026-04-07T20:46:14","modified_gmt":"2026-04-07T19:46:14","slug":"allegations-of-corruption-between-national-archives-and-ncrc","status":"publish","type":"post","link":"https:\/\/earsonncrc.nl\/?p=598","title":{"rendered":"Allegations of Corruption Between National Archives and NCRC"},"content":{"rendered":"\n<p>The transfer of the adoption records to the National Archive is expected to accompany a digitization project estimated to cost about 30 billion won (20 million USD).<\/p>\n\n\n\n<p>There are allegations of collusion between NCRC and National Archives and a specific private company.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\">What Happened<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The NCRC\u2019s own archival specialist (&#8220;AS&#8221;) submitted a request for investigation into three individuals, accusing them of abuse of official authority and obstruction:\n<ul class=\"wp-block-list\">\n<li>A researcher at the National Archives (\u201cNA-R\u201d)<\/li>\n\n\n\n<li>An official of the National Archive (\u201cNA-O\u201d)<\/li>\n\n\n\n<li>A Director General at the NCRC (\u201cNCRC-DG\u201d)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>On March 19th, 2026, \u201cAS\u201d requested the Seoul Police Station&#8217;s Anti-Corruption Investigation Division to look at indications of collusion between a specific company and certain officials, specifically, whether there were any direct instructions by Lee Yong-cheol \u2013 Director of the National Archive.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\">Who is Accused<\/h3>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h4 class=\"wp-block-heading has-text-align-center\">National Archive Researcher (&#8220;NA-R&#8221;)<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cNA-R\u201d is accused of providing false advice.<\/li>\n\n\n\n<li>Contrary to the findings of the National Archive\u2019s latest research report, they stated that there were \u2018no issues\u2019 with the \u2018gamma-ray sterilisation\u2019 method \u2013 despite the clear risk of damage to the records.\n<ul class=\"wp-block-list\">\n<li>This can be seen as \u2018pre-arranged advice\u2019 intended to help a specific company secure the contract.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h4 class=\"wp-block-heading\">National Archive Official (&#8220;NA-o&#8221;)<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>According to the complaint, the accused official \u201cNA-O\u201d, during a site visit last January, stated, \u201cThe [National Archive] Director specifically instructed me to visit the site with a representative from the contractor,\u201d and attempted to enter the temporary archive accompanied by a representative from a specific company.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\">NCRC General Director (&#8220;NCRC-DG&#8221;)<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cNCRC-DG\u201d is accused of colluding with \u201cNA-O\u201d and \u201cNA-R\u201d.
